The meeting pointed out that, in the face of the complex and severe external environment, we should deeply implement the deployment of the Central Economic Work Conference, strengthen the implementation of the "Government's Work Report" clear policies and measures, anchored in economic and social development goals, and increase the strength of counter-cyclical adjustments, focusing on stabilizing employment and foreign trade, focusing on promoting consumption and expanding domestic demand, focusing on the quality of excellent structure, and strengthen the domestic cycle, and promote the high-quality development of the economy. We should encourage enterprises to actively stabilize employment, increase vocational skills training, expand support such as work-for-hire, and strengthen public services for employment. We should stabilize the development of foreign trade and foreign investment, increase support for one industry and one enterprise, and support domestic reinvestment by foreign-funded enterprises. It is necessary to promote the consumption of services such as pension, maternity, culture and tourism, expand effective investment, and vigorously boost the enthusiasm of private investment. To continue to stabilize the stock market, and continue to promote the stable and healthy development of the real estate market. Once the relevant initiatives are launched, they should go straight to enterprises and the public, improve the efficiency of landing, and ensure the effectiveness of implementation.
The meeting pointed out that the "3-15" evening party exposed the problem of disposal work has made staged progress, we should adhere to the three, the root causes and symptoms of the problem, strengthen daily supervision and prevention, focus on people's concerns to strengthen the quality and safety supervision, and further tighten the whole chain of supervision and responsibility, and severely punished for violations of the law, to create a safe and secure consumer environment. The meeting discussed and adopted in principle the Draft Law of the People's Republic of China on Social Assistance, and decided to submit the draft to the Standing Committee of the National People's Congress for consideration. The meeting noted that social assistance is a bottom-up, basic institutional arrangement in the social security system, and that it is important to adhere to the principle of doing one's best and living within one's means, to determine the level of assistance scientifically in the light of the state of economic and social development, to strengthen departmental coordination, and to fully mobilize the participation of the social forces, so as to form a strong synergy in providing bottom-up protection for the people in need.
The meeting considered and adopted the Regulations of the People's Republic of China on the Protection of New Varieties of Plants (Draft Revision). The meeting pointed out that the revision of the Regulations should be taken as an opportunity to implement the seed industry revitalization action in depth, further strengthen the protection of new plant variety rights, and help the seed industry to innovate and develop.
